Canadian Parliamentary Precinct, Blocks 1, 2 and 3

Lemay produced a 50-year master planning framework for these three symbolic city blocks, located across the street from Ottawa’s priceless, historic Parliament Buildings, to support strategic investment decisions by Public Services and Procurement Canada. Their rich and complex character marks the transition between Ottawa’s downtown grid and historic Parliament Hill.

Lemay’s mandate included consultations with the Senate, House of Commons, Library of Parliament, Privy Council Office, National Capital Commission, Federal Heritage Building Review Office and the City of Ottawa .

Bursting with cultural, historic and architectural treasures, these three city blocks, at the heart of Canada’s capital, now more effectively tell the story of two identities – one a city, the other a capital – and their intertwined histories, to great effect as witnessed by their steady urban hum.

The Master Planning Framework for the redevelopment of Blocks 1, 2, 3 builds upon the federal government’s Long Term Vision and Plan (LTVP) for the Parliamentary Precinct, of which the Blocks are a key sector. The Plan’s primary objectives are to optimize the site and showcase its heritage and spirit, for an enhanced visitor and resident experience grounded in sustainable rehabilitation and long-term stewardship.
