As the seat of political power, Costa Rica’s new legislative assembly building by Lemay is as much a symbol of the country’s capital, San José. Mirroring the country’s numerous volcanic mountains, the new buildings emerge from the ground and take the form of two shimmering, orange, corten steel-covered volumes. The highly accessible new parliament has taken root in the city with a multitude of public spaces, preserving its heritage and refining its urban characteristics.
