A reimagined city gateway imbued with identity

The Southeast sector of Westmount, covering nearly 14 hectares on either side of Sainte-Catherine Street, West of Atwater, is undergoing urban transformation. This long-awaited gateway revitalization will create a greener, safer, and more inclusive neighbourhood, while reinforcing Westmount’s distinctive identity. The Special Planning Programme (SPP) frames the area as a key destination grounded in the realities of the area, where heritage, sustainable mobility, and quality of life intersect. 

The planning process combines urban expertise with an extensive engagement process. Meetings with elected officials, workshops with stakeholders, and opportunities for residents to share their views—including surveys, participatory workshops, open houses, and public consultations—helped build a common assessment and a deeper understanding of community aspirations. A project-specific graphic identity was also developed to support the consultation process. These contributions guided planning decisions, ensuring the proposed vision reflects the needs, concerns, and attachment of the community to the sector. 

The SPP sets out a coherent transformation of this prominent area, emphasizing a diversity of land uses, the enhancement of public spaces, and improved pedestrian and cycling connections that promote active transportation. Key streets and boulevard, including Sainte-Catherine, Dorchester, and De Maisonneuve, are being redesigned to create a resilient, safe, and welcoming environment. An interconnected network of green and public spaces completes the approach, reinforcing Westmount’s architectural and landscape identity. Designed at a human scale, the redevelopment also honours the area’s heritage while embracing new possibilities. 

Part of a broader reflection on the future of Montreal’s central sectors, this area redevelopment plan provides an ambitious framework for transformation, developed with and for the community. It guides the Southeast sector of Westmount toward becoming a vibrant, legible, and forward-looking neighbourhood—a true destination at the heart of the metropolis.
