Westmount’s southeast sector is entering a significant phase of urban transformation: Spanning nearly 14 hectares around Sainte-Catherine Street, the area west of Atwater is being redesigned as a greener, safer, and more inclusive living environment—all in a way which preserves the identity that has long defined this strategic gateway to the city. 

As a key interface between Westmount and neighbouring central districts, the sector plays an important role in how the city is experienced, accessed, and understood. 

The Special Planning Programme guiding this transformation is grounded in a comprehensive planning process that examines how multiple urban levers can work together to support everyday life and long-term resilience. These include the revitalization of a key commercial corridor, the strengthening of pedestrian and cycling connections, the expansion of vegetation and public spaces, and the careful guidance of built development at a human scale. 

Developed through close collaboration with the City of Westmount and informed by extensive consultation with residents and stakeholders, the programme reflects shared priorities and a strong attachment to place.  

Together, this forms part of a broader reflection on how central urban sectors can evolve at the intersection of heritage, sustainable mobility, and quality of life.
