A cohesive and integrated vision for Newman Boulevard

A cohesive and integrated vision for Newman Boulevard

Newman Boulevard is a key arterial corridor in the borough of LaSalle, slated for a major public transit project. Amid growing development pressure, this detailed planning framework is designed to guide future development and unlock the area’s full potential.

The plan is based on a comprehensive diagnostic of the sector, including its history, demographics, spatial and environmental characteristics, and economic dynamics. It outlines the foundations of a sustainable and resilient urban project, fostering welcoming and innovative living environments capable of addressing challenges related to mobility, greening, demographic growth, and community and cultural vitality. The planning process was enriched by a public consultation program that provided elected officials, residents, and stakeholders with multiple opportunities to share their perspectives on the vision, planning directions, and development scenarios through surveys, participatory workshops, and open-house kiosks.

Spanning a 190-hectare area, the vision is articulated at both the local and broader territorial scales to ensure coherence with the surrounding urban context. Within this historically large-format commercial sector, public spaces are being reimagined, neighbourhood amenities strengthened, and housing diversified to meet residents’ needs. The planning approach supports the transformation of the area into a complete neighbourhood, with mixed-use where housing, retail, local services, green spaces, and public spaces coexisting alongside sustainable mobility solutions. The overall design is structured around active corridors and resilient, human-scale living environments, aligned with a structuring public transit project, to foster an inclusive and balanced quality of life.

Long vulnerable, the Newman sector reveals its full potential through a visionary and functional strategy grounded in a nuanced understanding of existing living environments and future aspirations.
